Matt focuses on assisting clients in all phases of drafting and negotiating agreements for energy infrastructure and public construction projects and the sale and purchase of companies. His experience includes preparing documents for inclusion in RFPs and auctions, assisting in bid analysis, and negotiating with successful bidders.

Prior to joining the firm, Matt spent five years on active duty as an infantry officer in the U.S. Army with the 82nd Airborne Division and the 3rd U.S. Infantry Regiment (The Old Guard). His service included combat deployments to Iraq and Afghanistan.

Matt serves as the co-chair of the Virginia Bar Associations’ Veterans Task Force and helps to lead the firm’s veterans pro bono outreach.

Represented an investor-owned utility in drafting, RFP issuance, bid analysis, negotiations, and contract execution management with international and domestic suppliers for the purchase of turbines for multiple natural gas combined cycle power plants.

Represented an investor-owned utility in drafting, RFP issuance, bid analysis, negotiation, and contract execution management of EPC construction contracts for multiple natural gas combined cycle power plants.

Represented an investor-owned utility in the negotiation and post-contract execution management of long-term service agreements for multiple natural gas combined cycle power plants.

Represented an investor-owned natural gas transmission company in the drafting, RFP issuance, bid analysis, negotiations, and contract execution management for the development, construction, and purchase of multiple natural gas extraction and fractionation processing facilities in the Marcellus and Utica Shale regions.

Revamped the supply chain management contracts for compressor station and pipeline construction, equipment purchase, and engineering design contracts for a natural gas transmission company in the Marcellus and Utica Shale regions.

Represented a publicly traded company in the food industry in the development of electric generating facilities using animal waste.

Represented an international equipment manufacturing company in the purchase of multiple companies in Northern America, South America, Europe, and Asia.

Represented an investor-owned utility in the mid-Atlantic region in the execution and contract management of supply-chain agreements in all areas of power plant operation.
