Dave’s primary focus is as bond counsel and underwriter's counsel on tax-exempt bond financings for hospitals, retirement communities, colleges, universities, secondary schools and other nonprofits. Dave also devotes a significant portion of his practice to representing banks and other financial institutions that purchase tax-exempt bonds and issue letters of credit and liquidity facilities in connection with tax-exempt transactions. He also frequently represents borrowers, trustees and economic development authorities on tax-exempt financings and public-private partnerships.

Dave has been with McGuireWoods since joining the firm in 1978, and was instrumental in expanding the firm's public finance group from three lawyers in the Richmond office to more than twenty-five lawyers in McGuireWoods offices throughout the country.

Dave is the senior member of the firm’s public finance group, currently serves on the firm's Board of Partners, and is the former chair of the firm's capital markets department.

Bond counsel to the University of Virginia on the first public Build America Bond financing in the United States.

Underwriter's counsel or bond counsel on tax-exempt financings for virtually all continuing care retirement communities in Virginia.

Bond counsel on the only two tobacco securitization financings for the Commonwealth of Virginia, aggregating almost $2 billion.

Bank counsel, bond counsel or underwriter's counsel on tax-exempt financings for dozens of institutions of higher education and nonprofit primary and secondary schools.

Borrower's counsel and bond counsel on $160 million tax-exempt bond issue for a replacement hospital facility in central Virginia.
