Bill has experience in international financial and corporate transactions of various types. He has represented buyers and seller in mergers and acquisitions; and has served as lender's counsel, underwriter's counsel, issuer's counsel, and borrower's counsel in numerous debt financings. He is the former managing partner of McGuireWoods LLP from 1996 through 2007.

He has experience in the financing of infrastructure projects such as roads, airports, ports, and utilities through various structures, including public/private partnerships. He also has served as bond counsel in a number of tax-exempt bond issues, including general obligation and revenue bond issues, industrial development bond issues and tax-exempt leases. He is a member of the American Bar Association and the Virginia Bar Association.

While earning his law degree from the University of Richmond School of Law, Bill was a member of the University of Richmond Law Review and the McNeill Law (Honor) Society. Bill was awarded the Charles T. Norman Medal as the best all-around law graduate. As an undergraduate at the University of Richmond, he was a member of the Robins School of Business Honor Council and was honored as a member of Omicron Delta Kappa.

Bill served as an infantry officer in the U.S. Marine Corps from 1964 through 1967 reaching the rank of Captain.
