Virginia Brownfields Experience
Jim Thornhill’s experience in redeveloping brownfield sites in Virginia is extensive. Developers and there lenders have long needed to know that their liability concerns are addressed and that the costs to address contamination are fully identified and funded. Jim understands the complex interplay of the Virginia Petroleum, Solid Waste Management Regulations, Voluntary Remediation Program and federal and Virginia Brownfield protections as they affect the liabilities and needs of developers and lenders. Two recent examples of Jim’s work on Virginia Brownfield sites are the Pivotal Propane and USPTO projects. Jim presented on two of three panels at the 2004 Virginia Brownfields Conference sponsored by the Virginia Department of Environmental Quality and is assisting in the planning of the 2005 conference. Jim works regularly with Virginia’s Brownfield Program on innovative ways to use state statutory liability protections to satisfy buyers, sellers and lenders in Brownfield transactions.
