Mr. Prell advises clients on national and international energy, infrastructure and climate change risk management matters, energy and environmental markets, clean technology development and clean energy transactions.
Energy, Infrastructure & Climate Change
He counsels clients on energy, natural resource and climate change policy and regulatory matters affecting energy and environmental markets. Cameron has represented utilities, end-users, developers and investors throughout the energy supply chain and on federal energy and climate-related regulatory issues (DOE, FERC, EPA, CFTC, IRS, OPIC, DOD), and regularly advises private equity and venture capital funds on conventional and advanced energy technology regulatory issues, environmental market financial policy (e.g. green bank financing), technology commercialization and deployment (e.g., energy efficiency, hydrokinetic, water quality, carbon capture and sequestration (CCS)), natural gas production, and sustainable water and waste infrastructure partnerships.
Energy and Resource Management
Mr. Prell counsels corporate and public clients on risk management strategies and solutions to account for the myriad environmental and related financial risks associated with a changing environment and regulatory structure including enterprise and sustainability risk management programs and audits, water and waste management public-private partnerships, strategic policy solutions, environmental finance transactions, commodity forward contracting and swaps, emission reduction offset project development projects (biogas, international forestry or REDD+, programmatic energy efficiency, land use, and waste management), state renewable energy credit (REC) agreements, and low carbon technology and infrastructure development.
Sustainable Development
Mr. Prell has been project counsel for entities seeking to develop, construct and finance clean energy, avoided deforestation, and water infrastructure projects. He has negotiated and drafted loans and loan guarantees (World Bank), construction agreements, interconnection agreements, power purchase and sale agreements and financing agreements for biomass, waste-to-energy, wind, concentrated solar power, landfill gas-to-energy, combined heat and power, and energy efficiency upgrade projects. He also drafted construction and service agreements for local governments to procure, develop and finance sustainable infrastructure capital projects (e.g., clean water, emission retrofits, anaerobic digestion, landfill gas and solid waste management).
