Mr. Evans has practiced environmental and natural resources law for more than 35 years. During that time, he has represented clients throughout the United States on a wide range of issues, including federal and state rulemaking, permitting, and enforcement. His clients include wastewater and storm water utilities, mining and manufacturing companies, agriculture, and developers.

His practice also focuses on innovative solutions for water supply, stormwater, and sanitary sewer systems. He regularly practices before the U.S. Environmental Protection Agency's Environmental Appeals Board, and before the federal and state courts. His practice focuses on innovative and market-based solutions to water-related and climate change issues, including cap-and-trade programs. For example, he played a major role in the development and passage of Virginia's Chesapeake Bay nutrient credit exchange legislation that established a cost-effective, market-based approach to achieving and maintaining the nitrogen and phosphorus reductions required by the Chesapeake Bay Agreement.
