Mr. Richardson co-chairs the firm's Capital Markets Department, which consists of approximately 95 lawyers in McGuireWoods' 17 offices in the United States and abroad, whose practices range from public finance to banking to private equity fund formation. He also heads the firm's Public Finance Group, which consists of approximately 35 lawyers who focus on tax-exempt financings for state and local governments, nonprofit organizations, special tax districts, airports and private activity borrowers. According to The Bond Buyer, in 2007 McGuireWoods was the No. 1 bond counsel firm in Virginia, having served as bond counsel on more than $2.7 billion in tax-exempt transactions.

In his own practice, Mr. Richardson's primary focus is as bond counsel and underwriter's counsel for hospitals, retirement communities, colleges, universities, secondary schools and other nonprofits, including The University of Virginia, Virginia Tech, Sentara Health System, Episcopal High School, and virtually all of the continuing care retirement communities in Virginia. He has also served as bond counsel in connection with the only two tobacco securitization transactions undertaken by the Commonwealth of Virginia.

Mr. Richardson devotes a significant portion of his practice to representing banks and other financial institutions that issue letters of credit and liquidity facilities in connection with tax-exempt transactions. He also frequently represents borrowers, trustees and industrial development authorities on tax-exempt financings and public-private partnerships.
