Ms. Carnell focuses on corporate healthcare transactional work and regulatory matters. She provides guidance to clients regarding various issues, including the HIPAA Privacy and Security Rules, the HITECH Act, and legal issues related to electronic health records. Ms. Carnell also represents pharmaceutical, biotechnology and medical device manufacturers in the drafting and negotiation of clinical trial and grant agreements, contract marketing agreements and a variety of compliance and regulatory issues. Ms. Carnell has also assisted clients with revising and developing compliance plans and has counseled clients on matters related to medical affairs and interactions between medical staff liaisons and health care professionals.

Prior to joining McGuireWoods, she was a client executive at Cerner Corporation where she worked within the client service organization and was assigned to several key customers including two large academic medical centers. She assisted customers with developing implementation strategies and served as a liaison between Cerner's engineering, intellectual property and clinical teams and the customer.
