Mr. Dougherty has extensive experience as bond counsel, underwriter's counsel and borrower's counsel in a wide variety of tax-exempt financings for authorities, commissions, districts and municipalities in North Carolina, Virginia, Tennessee, Illinois and New York. He has extensive experience working on bond financings in higher education and healthcare. Mr. Dougherty has been engaged in various roles on bond financings for The Vanderbilt University and The Vanderbilt University Hospital, Wake Forest University Health Sciences, Tulane University, The Carle Foundation, University of North Carolina Hospitals at Chapel Hill, and Medical College of Georgia Health, among others.

He has also represented the North Carolina Medical Care Commission as bond counsel in connection with numerous tax-exempt financings for large hospital systems, such as Moses Cone Health System and North Carolina Baptist Hospital, for community based hospitals, and for small hospitals and continuing care retirement communities throughout North Carolina.

In addition, he has served as bond counsel to Carilion Health System, Inova and Winchester Medical Center in Virginia. He has substantial experience in master trust indenture financings and has been responsible for creating new master trust indentures for The Vanderbilt University Hospital, the Moses Cone Health System and North Carolina Baptist Hospital.

Mr. Dougherty has also served as bond counsel to major water and wastewater districts and authorities in North Carolina and Virginia. He has represented cities and counties in North Carolina in connection with the issuance of general obligation bonds, revenue bonds and certificates of participation for diverse governmental purposes. In his role as underwriter's counsel, he has represented major investment banks in financings ranging from health care to airport and air cargo facilities to civic centers.

Having served as bond counsel and underwriter's counsel in complex revenue bond offerings, he has substantial experience in variable rate financings, and credit enhanced and liquidity supported structures, and he has assumed an active role on behalf of his clients in negotiating business covenants and other deal terms with various financing participants.
