Mr. Torres provides legal and business counsel related to telecommunications, emerging technologies and cable television matters. He frequently appears before municipalities throughout the country on right-of-way and cable television matters, and advises on related public utility commission and other regulatory filings. He currently serves as outside counsel to one of the nation's major communications providers. He began his career as a litigator, and he has extensive litigation experience at the trial and appellate level, representing clients in cases before federal and state courts and agencies throughout the country.
