Mr. Hylak-Reinholtz is a member of the firm's healthcare group, and focuses his practice on corporate healthcare transactional work and regulatory compliance. His experience includes representation of various types of healthcare providers including hospitals, dialysis facilities, ambulatory surgery centers, nursing homes, assisted living facilities, independent diagnostic testing facilities, substance abuse treatment providers and a variety of other healthcare providers. Mr. Hylak-Reinholtz also has more than 10 years of experience in Illinois government, during which time he worked on legislative, regulatory and complex budgetary issues.

Healthcare Transactions and Regulatory Compliance

Mr. Hylak-Reinholtz has notable experience with transactional matters, which includes assisting providers with business formation, sales, mergers and acquisitions (including negotiating and drafting transaction documents) and related regulatory matters. He advises clients regarding enrollment in state and federal health care programs, facility licensure and certificate of need. He also can assist healthcare companies with general corporate matters, such as contracting, financing and establishing and maintaining compliance with laws and regulations, including but not limited to, the Stark Law, the Anti-Kickback Statute, corporate practice of medicine, and fee-splitting prohibitions.

Certificate of Need

Mr. Hylak-Reinholtz has extensive experience advising clients with respect to certificate of need (CON) programs. He is able to offer clients exceptional knowledge and a unique perspective on the Illinois CON program, having served as an ex-officio member on the Illinois Health Facilities and Services Review Board for over three years. After joining the firm's healthcare group, he has represented and advised healthcare providers with CON projects and other related matters before the state board. As a result, he is able to help client assess CON applicability and, using his experience gained as a former state board member and as a seasoned advocate for CON applicants, develop successful strategies for obtaining state board approval.

Long Term Care and Senior Housing

Mr. Hylak-Reinholtz is a former lobbyist of the Illinois Health Care Association, a trade association representing hundreds of nursing homes, residential homes for persons who are developmentally disabled, assisted living facilities and supportive living facility providers. He has a distinct understanding of state and federal laws affecting these providers and is able to counsel clients on related statutes and regulations, including but not limited to, the Nursing Home Care Act, the Assisted Living and Shared Housing Act, the Life Care Facilities Act, the Public Aid Code, the federal Social Security Act and related regulatory provisions.

Accountable Care Organizations

Mr. Hylak is an active member of the firm's Accountable Care Organization (ACO) work group and has developed a significant understanding of ACOs.
