Ms. Sullivan's practice focuses on regulatory and transactional matters in the healthcare and life sciences industries. Her primary areas of focus include counseling healthcare clients regarding compliance with state and federal healthcare fraud and abuse, Stark/self-referrals, false claims, fee-splitting, patient brokering, corporate practice of medicine, certificate of need, licensure and accreditation, medical privacy, and health information technology laws. Her experience includes representing a wide range of healthcare providers including ambulatory surgery centers, hospitals, health systems, pharmacies, pharmaceutical companies, and both multi- and single-specialty medical practices.

Ms. Sullivan also has experience in FDA-related regulatory counseling, including drafting petitions to the FDA on behalf of clients, advising clients regarding off-label use restrictions, pharmaceutical diversion/parallel importation risks, human subject protection requirements, and various product classification issues. Ms. Sullivan focused on health policy and administration with an emphasis on FDA-related issues while pursuing her masters degree in public health.

Prior to focusing her practice on regulatory and transactional counseling, she practiced with the firm's healthcare litigation group. Her litigation background provides valuable advantages and insight to clients with regard to contract drafting, negotiations, and other aspects of transactional practice.
