Mr. Horne’s practice has involved both international and domestic aspects of the energy sector. In Pakistan, he assisted in the negotiation and development of project documents in connection with the Pakistan’s first privatization of a state-owned power plant. He has also been involved in the development of procedures for the privatization of generating and distribution facilities in India.
Domestically, he has assisted in the representation of electric utilities and related companies in energy regulatory matters including ratemaking proceedings and appeals, compliance with PURPA regulations, and the establishment of exempt wholesale generators. In addition, he has negotiated contracts for the purchase of more than 40 gas or steam generating units; engineering, procurement and construction contracts for generating facilities with an aggregate capacity of approximately 4500 MW; and related agreements including electrical interconnection agreements.
