Mr. Franklin is particularly experienced in matters involving governmentally owned utility systems. He has served as counsel to a number of water and sewer authorities, and sanitation districts in connection with various matters, including the issuance of general obligation bonds, revenue bonds, industrial development bonds and resources recovery facility bonds. He also has experience in banking and commercial transactions, as well as general corporate issues. He is a member of the Local Government Attorneys Association and the Public Utility Law Section of the Virginia State Bar. He is counsel to the Virginia Water and Waste Authorities Association.
