Mr. Flanigan's experience spans 26 years and the highest levels of private practice, government service, and in-house corporate representation, including serving in the White House as deputy assistant and deputy counsel to the president, serving in the Department of Justice as assistant attorney general for the Office of Legal Counsel. His clients have included some of the world's best known industrial and service companies as well as financial institutions.
Prior to rejoining McGuireWoods, Mr. Flanigan served as senior vice president and deputy general counsel at Tyco International Ltd., and as general counsel for Tyco's Safety Products Division. In that role, he was part of a small team of high quality leaders brought in to rescue Tyco from the effects of the misdeeds of its former senior management. His leadership of Tyco's global compliance program was central to restoring Tyco's credibility with financial markets and other stake holders, including law enforcement authorities around the world.
He led the internal and external legal effort formed to address the emergency created when the U.S. government suspended Tyco from government contracting, and he persuaded the government to promptly lift that ban. He also led the recent effort to liquidate Tyco's investments related in Venezuela. He directed the global internal and external legal team that resulted in the separation of Tyco into three public companies in 2007.
Immediately prior to joining Tyco, he served in the White House as deputy assistant to the president and as deputy counsel to the president. In this role, he was responsible for coordinating legal strategy throughout the Executive Branch on significant issues, including anti-terrorism, trade and labor matters, corporate governance issues, bioethics, and immigration. He served as lead negotiator for the administration with Congress on several major legislative matters. He supervised the response within the White House to Congressional subpoenas and requests, including negotiations with Congress and the conduct of internal investigations. He also represented the administration in appearances before business, academic, and other groups around the world.
Mr. Flanigan's government experience also includes service in the Department of Justice as assistant attorney general for the Office of Legal Counsel. In that role, he advised the president and heads of Executive Branch agencies on legal matters, and he represented two successful nominees to the U.S. Supreme Court. Earlier in his career, he served as senior law clerk to U.S. Chief Justice Warren E. Burger. He also served as a member of President George W. Bush's legal team during the Florida election recount. He has frequently served as a formal and informal advisor to appointed and elected public officials.
