Mr. McGuire has more than 30 years of experience in the energy industry and is a member of McGuireWoods' energy law practice. Prior to joining McGuireWoods in 2002, he practiced energy law as a partner at Jenner & Block, and as in-house counsel for two of the nation’s largest natural gas distributors.
He has extensive experience at the Federal Energy Regulatory Commission and state public utility commissions, and has represented several large energy concerns in such matters. He has advised various clients regarding many types of energy transactions and has been lead counsel for electric power project developers, as well as natural gas, liquids, and coal ventures.
He has served as general counsel to large distribution companies, retail energy providers and midstream natural gas service companies, as well as a large renewable energy project company. He has acted as lead counsel in a major electric utility corporate restructuring and merger. In addition, he has advised large industrial energy users regarding the purchase and transmission of unbundled electricity and natural gas, and has represented such clients in various litigation matters. Much of Mr. McGuire’s recent practice focuses on renewable and alternative energy project finance and development.

- Litigation Experience
- Represented electric utility and parent in corporate restructuring proceeding at state commission and the FERC.
- Represented major partner in FERC certificate litigation re construction of new interstate natural gas pipeline.
- Represented clients in filings to the Department of Energy ("DOE") and the FERC to obtain permission for Canadian import/export of gas and Mexican import/export appurtenant to pipeline/storage projects.
- Represented interstate natural gas pipeline in various certificate and rate matters.
- Litigated and negotiated settlements at the FERC in numerous natural gas pipeline rate cases, certificate proceedings, cost tracker proceedings, and major rulemakings, representing pipelines and distribution companies.
- Litigated and negotiated various open access unbundling and pipeline service restructuring for several major interstate pipelines, including Natural Gas Pipeline Company, Tennessee Gas Pipeline Company, and Trunkline Gas Transmission Company.
- Litigated electric utility rate cases at FERC.

- Litigated take-or-pay gas supply contract claims for a natural gas distribution company and a major interstate pipeline company.
- Represented various Hinshaw pipelines in jurisdictional proceedings at FERC.
- Litigated state natural gas and electric rate increase proceedings, certificate/siting matters, cost tracker proceedings, least-cost planning issues, and distributor bypass complaints.
- Litigated, and counseled various clients regarding, state and federal regulatory jurisdictional matters.
- Represented and advised Exempt Wholesale Generators at FERC regarding market- based rate tariffs, code of conduct and EWG status issues.
- Represented major power marketers and large end-users in various gas and electric utility regulatory matters, including restructuring and retail power wheeling.
- Co-counseled antitrust litigation in Louisiana Supreme Court and Louisiana Public Service Commission.

- Drafted and negotiated LLC agreement and related documents and advised regarding regulatory issues for several different partners in various Exempt Wholesale Generator and other independent power generation projects.
