Ron Fouse, Former General Counsel of ASRC Federal, Adds Depth To McGuireWoods’ Government Contracts Practice in Washington

March 25, 2015

Ron Fouse has brought more than two decades of comprehensive experience as a top in-house counsel for major federal contractors to McGuireWoods as a new partner in the firm’s fast-growing government contracts practice in Washington.

Fouse has been a leading lawyer for a variety of contractors in the defense, security and other sectors. He also has served as an associate counsel to the Naval Air Systems Command and began his career as a trial lawyer in the Navy general counsel’s office, where he handled cases before the Armed Services Board of Contract Appeals. He is licensed in Virginia, Maryland and Missouri, and will become a member of the District of Columbia bar.

Fouse is the second major addition to McGuireWoods’ government contracts practice. He arrived less than two months after practice chair Todd Steggerda joined the firm as a partner in the Washington office. Fouse adds critical procurement counseling experience to a team of accomplished government contract practitioners in a practice that represents clients in a wide range of industries including construction, defense and aerospace, energy, life sciences, and transportation.

Fouse comes to McGuireWoods from government services contractor ASRC Federal in Beltsville, Maryland, where he served as vice president, general counsel and chief compliance officer. He led the company’s contracts and procurement departments, implemented and monitored regulatory compliance, and assisted with policy development at ASRC Federal, which provides services to federal defense, civil and intelligence support agencies.

Before joining ASRC Federal, Fouse worked at Boeing as chief counsel for the Missile Defense Systems Division of the company’s Integrated Defense Systems business. He also has worked as an attorney in Sprint Communications Company’s commercial and government contracts divisions.

“Ron’s wealth of government contracts experience, particularly in the Federal Acquisition Regulations (FAR) counseling arena, is a tremendous asset for us as we grow McGuireWoods’ government contracts practice,” Steggerda said. “We’re fortunate to have a career government contracts counseling lawyer on our expanding team.”

“Ron, particularly in the defense and national security sectors, is an important addition for us in Washington,” added Todd Mullins, managing partner of the firm’s Washington office. “His substantial experience on the government contracts counseling and transactional aspects of the government contracts sector will provide enormous advantages to our clients as they navigate complex regulations and procurement laws.”

Fouse earned his bachelor’s degree from Duke University in 1988 and his law degree from Washington University School of Law in 1991.

“McGuireWoods has established the foundation for an excellent government contracts practice,” Fouse said, “I’m excited about the firm’s ambitious plans to grow the practice and the opportunity to work with a world-class group of lawyers.”

McGuireWoods’ government contracts team provides a full range of services that include negotiating contracts, establishing teaming arrangements and joint ventures, protesting bids and awards, conducting fraud claims investigations, complying with labor requirements, dealing with potential suspensions and debarments, and litigation.
