Mark Bowles is an executive vice president of McGuireWoods Consulting LLC and a partner with McGuireWoods LLP. As a lawyer and consultant, Mark’s practice focuses on providing strategic counsel and policy advice to business and organizations with issues before Virginia’s legislature and regulatory agencies. In addition, Mark coordinates and works closely with McGuireWoods Consulting offices in the seven state capitals where the firm has a presence. His practice includes government relations and public affairs, and he works with a variety of clients on issues, including healthcare, energy, technology, higher education and environmental law.

Mark joined McGuireWoods and was one of the founding senior vice presidents when McGuireWoods Consulting was started in 1998. The consulting firm provides a full range of public affairs services to clients in state capitals, Washington, D.C. and Europe. Mark has led state, regional and national public policy efforts on behalf of McGuireWoods Consulting clients. He has also been engaged in a number of successful pro bono legislative initiatives, including “Ashley’s Law,” the Federation of Virginia Food Banks, and the Tangier Island Free Clinic.

Prior to joining McGuireWoods, Mark served as chief of staff, to Rep. L.F. Payne (D-VA) and was counsel to a multi-state utility. He served as an assistant attorney general in Virginia for four years after graduating from law school. As assistant attorney general he worked on a variety of legal and legislative matters, as well as serving as staff counsel for the Attorney General’s Task Force on Domestic Violence.

Mark has been involved in Virginia politics for more than 30 years during which time he has managed two statewide campaigns, a congressional campaign, and numerous legislative races. Most recently, Mark served on the finance committee for the McAuliffe for Governor campaign and as the finance co-chair for the inauguration of Governor Terry McAuliffe.

Assist clients with legal, legislative and regulatory challenges in areas ranging from, healthcare, energy and telecommunications to alcoholic beverage law.
