Yongqing Bao is a qualified Chinese lawyer based in our Brussels office. He is extremely knowledgeable of trade law and has extensive experience related to EU Law, WTO Law and Chinese Law.

Since he graduated from the law school of Fudan University, Yongqing has worked at a number of major European law firms in Shanghai and advised clients in several investment related projects in China. Following academic training in a leading EU law study center in France, he started his practice in Trade Law and EU Law in Brussels.

Yongqing advises governments and private parties in various trade and investment issues, and in international trade agreement negotiation strategies. He has handled a number of trade defense investigations where he has defended clients in various jurisdictions. He has extensive knowledge in all aspects of trade remedy (anti-dumping, anti-subsidy and safeguards) proceedings, in particular assisting clients during on-spot verifications, in the preparation of questionnaire responses, and in the negotiation of undertakings.

Yongqing has broad experience of EU customs rules and procedures regarding product classification and origin, duty suspension, tariff quota and export controls, as well as other EU Regulatory matters. He also advises private parties and public bodies in litigations relating to trade remedy measures, public procurement and the EU internal market, before the European courts in Luxembourg.

Yongqing is also a competition practitioner. He has advised clients in major merger & acquisition related competition matters in a number of jurisdictions throughout the world.

Advise one of the biggest Chinese fastener producers, invested by Taiwanese owner, in challenging before the EU courts the EU institutions’ decision on imposing anti-dumping duties on imports of fasteners from China.

Advise the Chinese subsidiary of a major Taiwanese stainless steel maker in the EU anti-dumping proceedings against stainless steel seamless pipes.

Advised Korean clients in Russian anti-dumping proceedings against polymer coated metals and in relation to EU anti-dumping proceedings against high tenacity yarns and organic coated steel, helping them to achieve the termination of investigation without measures or with the lowest duty possible.

Advised major South African and Chinese clients in Russian anti-dumping proceedings against stainless steel flat products.

Advised a Chinese client in relation to Eurasian Customs Union anti-dumping proceedings against enameled cast-iron bathtubs.

Advised a major paper producer in South-eastern Asia in the first EU anti-subsidy proceedings against China and assisted in the appeal to the General Court of the European Union.

Advised a large organic coated steel maker in EU anti-dumping and anti-subsidy proceedings against China.

Advised a number of Chinese clients in EU anti-dumping and anti-subsidy proceedings against Chinese crystalline silicon photovoltaic products and in the appeal to the General Court of the European Union against the European Commission’s decision declining to examine their MET claims.

Advised one of the largest glass makers in the world in EU anti-dumping and anti-subsidy proceedings against Chinese solar glass products.

Advised a major Eastern European chemical company in Chinese anti-dumping proceedings against the EU and achieved the lowest single digit duty possible for the company.

Advised clients in a new exporter review of anti-dumping measures on imports of magnesia bricks, citric acid, high tenacity yarn originating in China.

Advised a major Thai producer in preparing an interim review of anti-dumping measures on imports of plastic bags.

Advised an Indian client in EU anti-dumping and anti-subsidy proceedings against stainless steel fasteners, stainless steel bright bars as well as stainless steel wires.

Advised clients in EU anti-dumping proceedings against imports of monosodium glutamate fasteners, polyester staple fibre, hand-pallet trucks, ironing board, ceramic tiles and bicycles originating in China.

Advised European clients in EU anti-dumping proceedings against imports of fatty alcohol originating in India, Indonesia and Malaysia, and graphite electrodes, ceramic tiles, ceramic tableware, furfural and furfural alcohol from China.

Carried out customs compliance training to several companies and advised on the duty suspension applications.

Advised a number of major Chinese producers, which are respectively active in industries such as fasteners, ironing boards, coated fine paper and oxalic acid, challenging the EU anti-dumping measures before the European courts in Luxembourg.
