Jessica Effenberger Follett is an assistant vice president in the Austin office. Possessing years of political staff experience and knowledge of the policymaking process, she assists clients with traditional advocacy and state government relations, strategic communications, content development, and legislative research and monitoring efforts.
As part of the Texas state government relations practice, Jessica fosters quality relationships between clients and Texas legislators, agency officials and staff through traditional advocacy at the State Capitol. A large portion of Jessica’s focus centers on the wind and solar industry and its growing energy footprint in Texas. Her work has included traditional lobbying for wind and solar issues at the Texas Legislature as well as dissemination and event organization for a report on the economic value of wind and solar energy industries in the state. Jessica also provides content development and strategic communications for clients, including monthly newsletters on the state of play in Texas state government.
Prior to joining McGuireWoods Consulting in 2016, Jessica served as a legislative aide and scheduler for former State Representative Wayne Smith (R-Baytown). In that position she was responsible for drafting and monitoring legislation, speechwriting and correspondence, constituent and state agency relations as well as scheduling for the office. Before joining Representative Smith’s office, Jessica acted as district director to State Representative Dennis Bonnen (R-Angleton). In that role, Jessica built relationships with local elected officials, industry representatives, and healthcare and education partners in Brazoria and Matagorda counties. In addition to her time with the Texas Legislature, she has significant public relations experience and served in a fundraising and development capacity in the private education sector.
Jessica has a creative writing degree from Texas A&M University in College Station and donates her spare time to teaching pre-K-12 grade students basic economics and financial literacy through Junior Achievement, an international non-profit organization.
