Rebecca is an associate in the firm’s Government Investigations and White Collar Litigation group and a member of the Appeals and Issues group. Her practice focuses on handling appeals in state and federal courts and also on government and internal investigations. She also handles other major motions in general litigation matters for McGuireWoods clients.

Rebecca was previously a law clerk to U.S. Supreme Court Justice Stephen Breyer and has clerked at all three levels of the federal judiciary. In addition to her U.S. Supreme Court experience, Rebecca clerked for Judge Raymond A. Jackson of the U.S. District Court for the Eastern District of Virginia in Norfolk, Virginia, and for Judge Michael Boudin of the U.S. Court of Appeals for the First Circuit in Boston, Massachusetts.

Rebecca has represented companies in a variety of investigations and enforcement actions. She has also authored appellate briefs in the U.S. Supreme Court, the U.S. Court of Appeals for the Sixth and Ninth Circuits, and state appellate courts across the country. She has successfully opposed review in the U.S. Supreme Court and Virginia Supreme Court and has successfully argued a complex business case in the Virginia Supreme Court.

She is member of the Virginia State Bar’s Second District Disciplinary Committee. Rebecca also has an active pro bono practice, and has been lead counsel in the representation of a military service member and of a prisoner in a civil rights case, among other matters.

Rebecca graduated first in her class from the University of Virginia School of Law. Prior to attending law school, she was a Surface Warfare Officer in the U.S. Navy for five years, and served aboard a guided missile destroyer through two deployments to the Persian Gulf in support of operations in Iraq and Afghanistan. Rebecca earned her undergraduate degree in government from Harvard University, where she had a four-year scholarship in the Navy Reserve Officer Training Corps (NROTC).
