Richard has practiced land use, real estate, and environmental law including representation in legislative matters in Virginia for 40 years. He has substantial experience representing major land developers, owners and corporations. He has also represented development clients, public service corporations and financial institutions in land use litigation, regulatory matters and legislative matters before the courts, legislative and administrative bodies, and the Virginia State Corporation Commission. He has represented clients in land use matters by obtaining rezonings, special exceptions and land use approvals in numerous jurisdictions, including the counties of Fairfax, Loudoun, Prince William, Arlington, King and Queen, Warren, Stafford and Spotsylvania.and the cities of Alexandria, Fairfax and Manassas.

Richard served as a member of the Virginia House of Delegates representing the City of Alexandria from 1976 to 1980. While earning his law degree from Harvard Law School, he was a member of the moot court team that won the AMES competition.
