John Perkins is a trial lawyer and former acting branch chief in the Federal Energy Regulatory Commission’s Office of Administrative Litigation. He represents utilities and other energy clients in FERC rate proceedings, and supports the firm’s transactional lawyers on federal regulatory matters related to mergers and acquisitions. John has experience advising companies seeking market-based rates, stated rates, and formula rates; filings to maintain market-based rates; and filing complaints and comments with respect to Regional Transmission Owners (RTOs).

While at FERC, John supervised a team of lawyers and support staff and served as lead trial attorney in rate proceedings for electric transmission projects, natural gas pipelines and oil pipelines, leading settlement negotiations and litigating administrative hearings.

John was in private practice for eight years before he joined FERC in 2013.

While at FERC, John served as lead trial attorney on complex electric transmission, natural gas pipeline, and oil pipeline proceedings, including:
