Elaine devotes her practice to energy and utility regulation primarily before the Virginia State Corporation Commission. She has assisted in representing utility clients in complex regulatory litigation, including numerous proceedings involving base rate and rider cost recovery, acquiring certificates of public convenience and necessity, and financing and affiliates act approvals. Elaine also advises clients on discovery issues, codes of conduct and affiliate transactions, customer promotions, and other regulatory compliance matters.

Elaine serves on the firm’s Recruiting Committee. While attending the University of Richmond School of Law, she served as chief justice of the Honor Council.
