Ellen practices within the firm's energy and climate change industry team, assisting clients with business and strategic matters including issues relating to state and federal regulation. She has more than 30 years of experience in a range of areas in the energy sector, including strategic planning, compliance, environmental health and safety, state and federal regulation, and external relations strategy.

Prior to joining McGuireWoods, Ellen served as a senior executive with Duke Energy. She was president of the office of nuclear development for Duke Energy where she was responsible for expanding its nuclear capabilities in the Carolinas, including the Lee Nuclear Station in Cherokee County. Prior to that, she served as president of Duke Energy Carolinas, which provides power to more than 2.4 million customers across more than 24,000 square miles in North and South Carolina. She began her career at Duke Power in the general counsel’s office, ultimately serving as senior vice president and general counsel of corporate, gas and electric operations before moving to the business side of the organization.

Ellen attended the Advanced School of Management at Harvard University.

Represented vertically integrated utility in drafting, implementation, administration and litigation of joint ownership agreements related to sale of nuclear generating assets.

Represented vertically integrated utility with gas, electric and transmission in obtaining state and federal approvals of mergers, acquisitions and divestitures.

Represented vertically integrated utility in base rate, fuel clause, complaint investigation and facility certification proceedings before State Utility Commissions.

Extensive experience working collaboratively with diverse stakeholders to shape successful political and policy outcomes at the state level. Specific examples include the following: North Carolina Clean Smokestacks Act (SB1078) – legislation passed in 2002 to reduce SO2 and NOX emissions at electric generating plants.
