Joe is currently a member of the firm’s Executive Committee of its Board of Partners and has previously served as chair of the Regulatory & Compliance Department, hiring partner for the Richmond Office, and as a member of the Associates Committee.

His practice over the past twenty-five years at McGuireWoods has covered a broad spectrum of civil and administrative legislation and has involved client partnerships across many industries, including energy, manufacturing, agricultural, financial services and other enterprises.

Joe is a first-chair trial lawyer who routinely spends several weeks each year in front of judges, commissioners and juries in complex, high-stakes proceedings.  He has tried dozens of cases to resolution across the United States, including in some of the country’s most challenging jurisdictions.  He is a lead regulatory and trial attorney for some of the country’s largest energy companies, has served as national trial counsel for one of the world’s largest automakers, and has led litigation teams in a variety of contexts defending defective product, environmental contamination, nuisance, fraud and commercial claims.

For the past ten years Joe has lead a growing and class-leading team of energy regulatory lawyers practicing before state public utility commissions, in Virginia and elsewhere, across the full spectrum of matters involving electric and gas utilities.  He has had extensive involvement with the successful re-regulation of Virginia’s electric utilities and associated ratemaking proceedings; has secured multiple approvals for the development of new electric generating facilities, as well as utility mergers in several states; has defended against notable gas pipeline safety enforcement claims; and otherwise has assisted regulated entities in achieving their strategic priorities as both investor-owned utilities and public service companies.  In 2015 he was named one of the fifty regulatory “trailblazers” across the country by the National Law Journal.

In the community Joe presently sits on the Executive Committee of the Board of Directors of the YMCA of Greater Richmond and serves as its Annual Campaign Co-Chair.  He is also a former President of Rebuilding Together of Richmond.
