Jennifer devotes her practice to energy regulation before state regulatory commissions, focused primarily on transactions for the certification, financing, development, acquisition and disposition of energy/utility assets. She has been involved in various proceedings on behalf of electric and natural gas utilities before the Virginia State Corporation Commission and the North Carolina Utilities Commission.

She has assisted investor-owned utilities and electric cooperatives in filings and hearings before state regulatory commissions, and in filings before the Federal Energy Regulatory Commission (FERC), including rates and tariffs, affiliate transactions/asset transfers and electric transmission regulation. She has assisted in numerous rate cases and in proceedings securing regulatory approvals of transmission lines, generation facilities and affiliate arrangements. Notable experience includes involvement in rate cases, transmission line siting, acquiring certificates of public convenience and necessity, and filings related to the transfer of utility assets, issuance of utility securities, and approvals of affiliate arrangements.

Before joining the firm's energy and utilities group in 2007, Jennifer worked in its business and securities litigation group on cases regarding shareholder matters, export control compliance violations and patent litigation.

Assist in representation of natural gas local distribution companies (LDCs) in general rate case and rider proceedings; assist in securing regulatory approvals for affiliate arrangements and financing applications; assist in pipeline safety enforcement matters.

Assist in representation of electric utilities in certificate, rate, complaint, rulemaking, and transmission line siting proceedings.

Assist in negotiating settlements of all types of rate and complaint proceedings before the Virginia State Corporation Commission.

Assist in representation of electric cooperatives in proceedings for regulatory approval of the purchase and transfer of the service territory of an investor-owned utility.

Assist in representing electric and natural gas clients in general rate proceedings.
