George Martin Quoted in Law360 on P3 Potential in Infrastructure Bill

Law360 quoted Richmond office managing partner George Keith Martin in a May 7 story on the role public-private partnerships could have in funding President Biden’s infrastructure proposal.

Martin, who practices construction, real estate and local government law, cited Texas, Virginia and Maryland as examples of states that effectively use public-private partnerships, or P3 statutes, to address infrastructure needs such as transportation projects and school construction. Stakeholders are watching closely to see how broadly the Biden administration and Congress define infrastructure, he said.

Martin also wondered “whether there’s going to be some priority given to projects that are done on a P3 basis, whether you require that there be some participation.”

“Creative developers and creative lawyers will see [P3] as an opportunity. Public officials will see that as an opportunity as well,” Martin said. “I would like to see something that would give a nod to P3s as the preferred method.”
