Connor’s practice focuses on public finance. He acts as bond counsel, underwriter’s counsel, bank counsel, and borrower’s counsel in a wide range of tax-exempt and tax-advantaged transactions. He has experience in financing capital improvement projects for local governments, affordable housing developers, charter schools, public and private colleges and universities, and a range of other nonprofit organizations.

Prior to rejoining the firm in 2023, Connor spent more than three years as a faculty member at the University of North Carolina School of Government, the nation’s largest university-based training, advisory, and research organization for public officials. At the School, he taught and advised local and state officials, government contractors, and public and private-sector counsel on matters involving local government finance and public procurement. Connor is the editor of Introduction to Local Government Finance, Fifth Edition (2023), which serves as the textbook for the UNC School of Government’s introductory course on local government finance. He authored the text’s chapters on capital finance and sources of local government revenue.

Prior to joining McGuireWoods, Connor practiced at a national law firm in Washington D.C. where he represented businesses and entrepreneurs in corporate transactional matters, including mergers and acquisitions, debt and equity financings, and corporate reorganizations. He also provided estate planning advice to low-income seniors on a pro bono basis.

Connor graduated from the University of Virginia School of Law. While in law school, he served as Articles Editor for the Journal of Law & Politics. He was a Senior Dillard Fellow in the Legal Research & Writing Program and received the Norton Rose Fulbright Best Memorandum Award. He also worked as a research assistant for Professor A. E. Dick Howard.
