In a Nov. 15, 2014, article titled “All Franklin-SoCo wastewater options on table,” The Tidewater News featured joint efforts by McGuireWoods, McGuireWoods Consulting, Davenport & Company, and Timmons Group to address water and wastewater needs of Franklin City and Southampton County, Virginia. The four presented preliminary study results and various options at a joint session of the Franklin City Council and the Southampton County Board of Supervisors; at least one option involves the localities sharing a single wastewater facility. In quoted material, McGuireWoods attorney Dale Mullen remarks that the primary concern is whether a shared utility would be the most cost-effective solution, provide the best service and, therefore, serve the best interests of city and county taxpayers.
