Chief Judge William B. Traxler, Jr., of the U.S.Court of Appeals for the Fourth Circuit has appointed Richard Cullen chairman of the court’s Rules Advisory Committee. The committee works with the court on proposed rule changes and other administrative matters. For example, the committee recently provided input on a policy allowing electronic devices, such as Blackberries, to be used in the courthouse.
