McGuireWoods partner John Padgett has been named one of Virginia Lawyers Weekly’s “Go To Lawyers for Maritime Law,” recognizing his decades of leadership, innovation, and impact in one of the most complex and globally connected legal arenas.

Padgett, based in McGuireWoods’ Norfolk office, has built a national practice advising clients across the maritime, transportation, and international trade sectors. His work spans everything from structuring vessel and terminal transactions to navigating the regulatory frameworks that govern U.S. and global maritime operations.

“Maritime law combines ancient codes with modern commerce,” Padgett told Virginia Lawyers Weekly. “My first summer internship included helicopter rides to offshore vessels and shipboard investigations — it opened my eyes to how this work connects local economies to the world.”

Padgett’s career has intersected with many of the most significant developments in the maritime economy. He has represented major terminal and port operators, including APM Terminals — developer of North America’s largest privately owned container terminal — and the Virginia Port Authority (VPA) helping shape key agreements that propelled the growth of VPA and other national terminal operators and shipyards.

His clients include shipyards, logistics providers, and international energy and manufacturing firms that rely on his counsel to navigate acquisitions, compliance challenges, and cross-border risk management. Padgett’s work also extends into historically significant projects: He once was part of the team advising the salvors of the RMS Titanic, blending legal rigor with the preservation of maritime heritage.

A former managing partner of McGuireWoods’ Norfolk office and founding leader of the firm’s Transportation Industry Team, Padgett is recognized by The Legal 500 United States as a leading lawyer for shipping litigation and regulation. He has been a member of the Virginia Maritime Association and the U.S. Maritime Law Association, and he is a former port director for the Southeastern Admiralty Law Institute.

Padgett’s work reflects the strategic importance of Virginia’s ports and the global scope of maritime commerce. His practice blends regulatory insight with a practical understanding of how businesses move goods, energy, and people across borders — helping clients anticipate challenges and seize opportunities in an increasingly interconnected world.

“John’s combination of business acumen, regulatory experience, and genuine enthusiasm for the maritime industry make him a trusted adviser to clients and a valued leader within our firm,” said Richard Cromwell, managing partner of McGuireWoods’ Norfolk office. “This recognition by Virginia Lawyers Weekly is a testament to his excellence and his impact.”
