Charlie is a litigator and energy advisor that primarily represents clients in regulatory litigation before the Virginia State Corporation Commission and Federal Energy Regulatory Commission.
Charlie has led and assisted cases for clients in base rate and rider cost recovery proceedings, affiliate transactions, and transmission projects. As a former trial attorney at FERC, Charlie served as lead counsel for numerous contested proceedings under the Federal Power Act and Natural Gas Act.
Charlie is also a seasoned litigator, having tried multiple cases to verdict in state and federal courts across Virginia. He has also drafted multiple appellate briefs in proceedings before the Supreme Court of Virginia and U.S. Court of Appeals for the Fourth Circuit.
