David Martin Connelly Elected President of Foundation of the Energy Law Journal

McGuireWoods partner David Martin Connelly has been elected president of the Foundation of the Energy Law Journal (FELJ), a 501 C(c3) charitable nonprofit organization that oversees the funding, publication and business operations of the Energy Law Journal. He was elected May 22, 2025.  

Based in Washington, D.C., Connelly has over 25 years of experience representing electric utilities and other industry clients before the Federal Energy Regulatory Commission and U.S. Courts of Appeals. His practice focuses on electric transmission issues, including open-access transmission service, cost-of-service rates, incentive transmission rates and interconnection matters related to renewable energy projects. As a nationally recognized energy regulatory attorney, Connelly has held multiple leadership roles with the Energy Bar Association (EBA). He served as its president from 2023-2024 and was president of the EBA’s Charitable Foundation from 2019-2020.

“I am honored to lead the FELJ and look forward to helping the Energy Law Journal publish informative articles and reports that advance professional excellence in the energy bar,” Connelly said. 

The Energy Law Journal was initially published by the EBA as a benefit to its members and others in the energy law community. It was established as a standalone nonprofit foundation in 1986 and continues to produce thought-provoking, peer-reviewed articles by practitioners, internationally known academics, federal judges, high-ranking government officials and members of the Federal Energy Regulatory Commission.  

The EBA is a nonprofit association of attorneys, energy professional and students active in energy law. It has seven regional chapters across the United States and one in Canada. The EBA hosts educational events in person and virtually throughout the year, including two national conferences.
