Kate devotes her practice to advising electric and natural gas utility clients in complex regulatory proceedings, rulemakings and litigation, primarily representing regulated utilities before the Virginia State Corporation Commission.
Prior to joining McGuireWoods, Kate served as senior counsel at a leading natural gas and electric utility company, where she focused on supporting the federal and state pipeline safety risk-based compliance teams. She also provided counsel through all stages of pipeline safety enforcement proceedings and compliance issues before federal and state tribunals.
Kate has held several public sector roles which allow for her to help electric utilities and natural gas companies navigate complex legal and policy issues. She was previously an assistant attorney general at the Virginia Office of the Attorney General, where she handled all aspects of administrative litigation, including testimony, trial preparation, discovery, motions, briefs and argument at hearings. Kate was a trial attorney at the Federal Energy Regulatory Commission as well, where she represented trial staff in complex, multi-party negotiations and litigation related to electricity, natural gas and oil regulation.
While in law school, Kate was a staff member and notes and comments editor of the North Carolina Journal of International Law & Commercial Regulation.
