Ashley H. Harrison Counsel

Ashley concentrates her practice on construction, public procurement and real estate development with a focus on public and private owner representations. She encourages clients to consider contracting issues early in the project planning stages.  This enables her clients to establish the ground rules for the project and build working relationships where all parties have a clear understanding of the project goals.

Ashley advises clients in negotiating and preparing project documents for procurement, design, construction and project management. Representative projects include corporate campuses, hotels, retirement communities, healthcare facilities, manufacturing/storage facilities, offices, public utility facilities, museums, and multifamily and student apartments. She recognizes that many clients will only undertake a handful of significant construction projects during their existence, and enjoys serving as a resource to educate them on best practices in their construction endeavors.   While the goal in construction contracting is to build relationships and trust to  allow the parties to file the contract away and never need to consult it during the project, Ashley advises clients on claims and dispute mitigation if issues do arise, with a goal of resolution prior to escalation to litigation.

Ashley represents public authorities and private entities in public procurement transactions under the Virginia Public Procurement Act, including design-build and construction management projects. She also assists clients in connection with public-private partnerships, including projects being developed under Virginia’s Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA).  She has experience drafting both interim and comprehensive agreements for PPEA projects.  Ashley counsels clients on procurement procedures and solicitation materials as well as contracting documents for these projects.
