Efrain focuses his practices on financial services litigation and advising corporate clients on mission-critical compliance and risk-management issues.
Efrain counsels financial institutions, broker-dealers, investment companies and advisers on pre-litigation and third-party matters, including responding to discovery requests, complex creditor attachments, and grand jury investigations. Efrain closely monitors CFPB regulatory developments and enforcement actions that impact clients such as state foreign-language disclosure laws, fair lending, Electronic Fund Transfer Act (Regulation E), Truth in Lending Act (Regulation Z), Equal Credit Opportunity Act (Regulation B), and unfair, deceptive, or abusive acts or practices (UDAAP). Efrain also has experience in all phases of complex commercial litigation, including drafting and arguing dispositive motions, taking and defending depositions, managing discovery, trial preparation, and appeals and petitions for certiorari.
As a native Spanish speaker, Efrain is well equipped to provide strategic legal advice to Hispanic and Latino-owned businesses. Efrain takes a holistic, long-term view of clients’ strategic goals and advises on a variety of legal issues, including business formation, contracts and agreements, minority business certifications, and dispute resolution.  Efrain understands the importance of addressing and resolving legal issues in a cost-effective and efficient manner. He has worked closely with minority businesses to navigate legal issues and position the business for continued growth.
Prior to joining McGuireWoods, Efrain practiced at a national litigation boutique firm and represented individuals, business owners, hotel owners, large national organizations, and multi-billion international corporations on a wide variety of complex litigation matters that ranged from bet-the-business disputes to civil rights actions related to the Voting Rights Act and the Americans with Disabilities Act. He represented and advocated for clients in federal and state courts, as well as in mediation and arbitration.
