McGuireWoods’ David Hirsch Discusses Evolving Crypto Regulatory Landscape in Global Relay Interview

A media company covering compliance, regulation and technology featured insights from McGuireWoods partner David Hirsch in a video interview covering emerging regulatory issues surrounding digital assets, blockchain technology and cybersecurity.

In the June 23, 2026, interview with Global Relay Intelligence and Practice (GRIP), Hirsch explained how mainstream institutional adoption of crypto has increased, including surging stablecoin integration while new regulatory frameworks favoring digital asset innovation are being written through rulemakings and guidance. He discussed how the proposed CLARITY Act would create a comprehensive regulatory framework for the U.S. crypto market; how the SEC applies the “Howey Test” to assess whether a digital asset should be regulated as a security; and the risks businesses should consider as investors look to add digital assets to their portfolios.

Based in Washington, D.C., Hirsch is a former chief of the Crypto Assets and Cyber Unit in the Securities and Exchange Commission’s Division of Enforcement. He discussed his experience in government service and how it informs his practice at McGuireWoods.
