McGuireWoods’ Matthew Weinstein to Become Virginia Deputy Secretary of Administration

January 12, 2026

McGuireWoods Tysons associate Matthew Weinstein will join the administration of Virginia Gov.‑elect Abigail Spanberger as deputy secretary of administration on Jan. 19. In this role, he will help oversee the day-to-day management of several state agencies, including the Virginia Department of Elections, the Virginia IT Agency, the Department of General Services and the Department of Human Resource Management. His last day at McGuireWoods is Jan. 16.

Weinstein, who joined McGuireWoods in December 2019, is a land use and zoning attorney experienced in obtaining entitlement approvals in Northern Virginia, with a focus in Arlington County. In addition to his land use practice, Weinstein advises clients on political law matters including campaign finance, lobbying and gift regulations across the country.

In 2023 Weinstein was appointed to the Virginia State Board of Elections by Gov. Glenn Youngkin. In addition, he served as senior staff on several statewide races in Virginia, was chief of staff for a senior member of the Virginia House of Delegates for several sessions and worked for U.S. Sen. Mark Warner throughout law school.

“I learned a tremendous amount and met countless talented lawyers and professionals during my time at McGuireWoods,” Weinstein said. “I could not have asked for a better law firm experience and will use the skills and relationships I’ve developed here to succeed in my new role.”

“Matt’s deep understanding of land use, regulatory matters and public policy makes him exceptionally well suited for this leadership role in the commonwealth, and we are proud to see him bring his talents to public service,” said Dennis Mensi, chair of McGuireWoods’ Public and Private Infrastructure & Real Estate Department. “We wish Matt every success as he begins this next chapter serving the people of Virginia.”
