Ian P. Hutter Associate

Ian brings a comprehensive, hands-on approach to all phases of complex energy and infrastructure projects. His practice centers on the negotiation, drafting, and administration of engineering, procurement, and construction (EPC) contracts for major energy facilities, where he guides clients from early-stage development through commercial operation and beyond.

Ian has built significant experience across a diverse portfolio of energy technologies, including nuclear, natural gas, utility-scale solar, and battery energy storage systems (BESS), as well as coal combustion residuals (CCR) remediation projects and large-scale demolition contracts.  Ian advises clients on the full spectrum of project agreements critical to successful energy development, including operations and maintenance (O&M) agreements, long-term service agreements (LTSAs), equipment supply agreements, and procurement contracts. He represents a broad range of clients—including investor-owned utilities, data center developers, and independent power producers (IPPs)—on both the owner and contractor sides, providing strategic guidance at every stage of a project’s lifecycle. Ian also brings extensive experience in project finance, advising sponsors, project owners, developers, and development finance institutions (DFIs) on structuring, negotiating, and executing complex debt facilities for domestic and international projects.

A retired Lieutenant Commander, Ian served for more than two decades flying F/A-18s in the U.S. Navy. He is a 2011 graduate of the Navy’s Fighter Weapons School (TOPGUN).
