Tim represents energy clients in complex regulatory litigation before the Virginia State Corporation Commission. He has represented electric utility and gas clients in various rider and cost recovery proceedings, affiliate approvals, and applications for transmission line certificates of public convenience and necessity. He has also assisted with major rate case proceedings, in which he handled voluminous discovery, testimony development, and settlement negotiations.
Tim advises and assists clients with every stage of case development, discovery, and public hearings. He also regularly advises clients regarding the regulatory implications of utility business proposals and new capital projects.
Outside of his practice, Tim is an adjunct faculty member at the University of Richmond, where he teaches an introductory legal course and leads the undergraduate Mock Trial program.
Prior to joining McGuireWoods, Tim defended physicians and hospitals at trial in medical malpractice litigation and in regulatory proceedings before state licensing boards. In law school, Tim was a member of the University of Richmond Law Review and President of the Moot Court Board.
