McGuireWoods’ John Moran Comments in Politico on Coming Wave of Congressional Investigations

Politico included insights from John Moran, co-leader of McGuireWoods’ Congressional Investigations Practice Group, in a Nov. 5, 2026, article examining how companies, individuals and government officials are preparing for an expected surge in Democratic congressional oversight following the midterm elections.

Politico reported that congressional Democrats have signaled plans to probe a broad range of topics. Although the next Congress will not be sworn in until January, early investigative steps are expected to begin well before then. Rep. Robert Garcia, who is set to become chair of the House Committee on Oversight, issued a two-word statement on Election Night that simply said, “Lawyer up.”

“We congressional investigations lawyers appreciated that,” Moran told Politico.

Moran, a former senior official at the U.S. Department of Justice and the White House, added that “the people that are most confident in being targeted are not waking up this morning to a new surprise,” noting that many of them began retaining attorneys well in advance of the election.
