Briana’s practice focuses on representing electric and natural gas utility clients in complex regulatory proceedings, rulemakings, and litigation, primarily before the Virginia State Corporation Commission (SCC). She assists clients throughout all stages of administrative proceedings, including preparing initial filings, drafting and responding to discovery, preparing rebuttal testimony, and representing clients at public hearings.

Briana has supported regulated utilities in proceedings to secure certificates of public convenience and necessity for electric transmission lines and generation facilities. She also has experience with traditional base rate and rider cost recovery proceedings, including those involving demand-side management programs. Her work includes matters in emerging energy markets, such as utility-scale offshore wind.

Before joining McGuireWoods, Briana litigated a wide array of civil matters in state and federal courts, with an emphasis on representing governmental entities and their employees.

Briana is a graduate of William & Mary Law School, where she was a staff member on the Journal of Race, Gender and Social Justice. She served as Parliamentarian of the Black Law Students Association—earning Executive Board Member of the Year honors—and led the group’s annual symposium on Race and the Law.
