Maura is an associate in McGuireWoods’ Government Investigations and White Collar Group experienced in handling high-stakes government contracts bid protests and claims litigation, sophisticated government contracts transactional matters, and internal and government investigations involving federal procurement and regulatory compliance. Before joining McGuireWoods, Maura clerked at the U.S. Court of Federal Claims and gained civil litigation experience, namely with bid protests.

Maura received her law degree from The George Washington University Law School, with a concentration in Government Procurement. While at GW Law, Maura served as the editor-in-chief for the Public Contract Law Journal and as a Dean’s Fellow in the Fundamentals of Lawyering Program teaching legal research and writing.  Maura was awarded the Roger N. Boyd Scholarship for her service to the Public Contract Law Journal.

Prior to law school, Maura received her B.A. in Political Science from the University of Notre Dame, magna cum laude.

  • Drafted and filed bid protests and certified claims before various forums, including the U.S. Court of Federal Claims, the Government Accountability Office (GAO), and various agency Boards, including the Armed Services Board of Contracting Appeals.
  • Conducted comprehensive due diligence for private equity firms on government contractor acquisitions, analyzing procurement regulation compliance, small business size-status requirements and regulatory risk in addition to drafting due diligence memorandums thereon.
  • Provided representation to clients in connection with False Claims Act investigations and matters involving alleged bid rigging and fraud, which included conducting internal investigations, analyzing government procurement records, supporting client responses to federal agency inquiries.
  • Provided counseling on FAR/DFARS compliance matters, including the changing cybersecurity landscape (CMMC) and the impact of Executive Orders on federal government contracting.
  • Provide ongoing representation to defense contractor in connection with certified claim. Received McGuireWoods Excellence Award in December 2025 in connection with efforts supporting the claim.
  • Advised a construction company in connection with the lifting of a suspension and debarment to ensure continuing company operations by drafting compliance submissions to the Suspension and Debarment Official, and instituting compliance programs, ethics policies, and trainings. Received McGuireWoods Excellence Award in December 2025 in connection with efforts supporting this matter.
  • Successfully represented a government contractor at the GAO in connection with two pre-award bid-protests related to the solicitation requirements, resulting in the Government taking corrective action.
  • Successfully defended state government agency in two bid protests related to a $1B multi-year healthcare contract.
  • While clerking, assisted in the adjudication of a civil-only docket, including bid protest cases.
