Francesca’s practice focuses on healthcare regulatory, transactional, enforcement, and compliance matters. Francesca counsels private equity firms and strategic investors, hospitals, physician practices, healthcare provider staffing companies, clinical laboratories, pharmaceutical manufacturers, pharmaceutical solutions companies, telehealth and health technology companies, post-acute care providers, and other healthcare providers and life sciences companies.
Francesca conducts internal investigations, risk assessments, and billing and coding reviews to help clients remediate identified issues and establish effective compliance programs. She also advises private equity firms and other investors on a variety of complex regulatory and structuring issues that arise in the context of investments involving healthcare companies.
Francesca has experience representing healthcare provider clients and life sciences companies in civil healthcare fraud investigations, including matters involving the U.S. Department of Justice and the Department of Health and Human Services, Office of Inspector General, and during Congressional inquiries. She also provides regulatory counseling advice to clients with respect to fraud and abuse issues, including the federal Anti-Kickback Statute, Stark Law, and the False Claims Act; federal healthcare program coverage and reimbursement; healthcare compliance programs; digital health; coding and billing; value-based care arrangements; state and federal licensure issues; corporate practice of medicine restrictions; and state healthcare transaction review laws.
Prior to joining McGuireWoods, Francesca worked on healthcare regulatory and compliance matters at another national law firm.
