Compliance Week  quoted McGuireWoods London partner Francesca Titus in a March 5, 2026, article examining the U.K. Financial Conduct Authority’s (FCA) latest whistleblowing statistics and the critical role whistleblower reports play in regulatory enforcement.

FCA data for the fourth quarter of 2025 revealed that compliance failures were the most frequently reported allegations, accounting for nearly a quarter of all whistleblowing reports. Titus noted that this is unsurprising given the FCA’s emphasis on robust compliance systems, explaining that “compliance is the golden thread running through all reputable financial services businesses.”

“The FCA relies heavily on reports of wrongdoing by whistleblowers to identify individuals and companies for enforcement investigations,” said Titus, a partner in the firm’s Government Investigations & White Collar Litigation Practice Group. “Whistleblowers usually have direct knowledge of a situation and can provide evidence and a clear account of the wrongdoing taking place. Given their usefulness, the FCA is rightly efficient when reviewing the information supplied by whistleblowers.”

Titus observed that whistleblower reports “help the FCA allocate resources and prioritize enforcement activity,” adding that “when there is no action taken as a result of a report, the information is still useful to understand trends, emerging issues, and how financial services firms are operating.”
