Partner Served as Acting U.S. Attorney in Two Districts

November 19, 2025

McGuireWoods continues to grow its nationally prominent Government Investigations & White Collar Litigation Practice Group with the arrival of partner Daniel P. Bubar, a veteran federal prosecutor who held senior leadership roles in U.S. Attorney’s Offices in North Carolina and Virginia. Bubar joins the firm in Raleigh and Richmond.

Bubar comes to McGuireWoods after serving as Acting U.S. Attorney for the Eastern District of North Carolina from February 2025 to August 2025. Before that, he was the office’s First Assistant under then-U.S. Attorney Michael F. Easley Jr., who returned to McGuireWoods as a partner in March 2025. Bubar also held senior roles in the U.S. Attorney’s office in the Western District of Virginia and served as Acting U.S. Attorney in that district from September 2020 to October 2021, and First Assistant from 2018 to December 2021.

During his 15-year career in the Department of Justice, Bubar led and supervised some of the most complex criminal and civil matters in the Southeast and Mid-Atlantic. He directed investigations involving national security, healthcare fraud and white collar offenses; argued appeals before the U.S. Court of Appeals for the Fourth Circuit; and managed districtwide initiatives that drove significant public safety gains.

“Dan’s experience leading high-stakes investigations and prosecutions and his understanding of criminal and civil enforcement provide powerful advantages for clients who face scrutiny on multiple fronts,” said Noreen Kelly, McGuireWoods’ deputy managing partner for litigation.

Bubar joins a wave of top-tier federal prosecutors who joined McGuireWoods in 2025, including Easley in Raleigh, former U.S. Attorneys Ryan K. Buchanan in Atlanta and Eric Olshan in Pittsburgh, and former Assistant U.S. Attorney Natasha Cooper in Atlanta. The firm has a deep bench of former high-ranking government officials and senior enforcement leaders in offices throughout the country.

“Dan’s proven leadership and strategic insight enhance our ability to help clients navigate investigations and enforcement actions and proactively manage risk,” said Jason Cowley, chair of the firm’s Government Investigations & White Collar Litigation Department. “He is an outstanding addition to our strong and growing national practice.”

Easley added: “Dan built relationships and credibility with regulators, investigators and prosecutors that will help us advocate for clients in heavily regulated industries including healthcare, life sciences, financial services and technology. I am thrilled to team up with him again.”

McGuireWoods has represented Fortune 100 companies and financial institutions in some of the most notable and complicated criminal, regulatory and investigative matters in recent years. The firm earned top accolades from ChambersUSA, Legal 500 United States, Global Investigations Review and Law 360 for its government investigations prowess.

Bubar’s arrival at McGuireWoods is a homecoming. He began his career as an associate in the firm’s Chicago office, representing corporate clients in business litigation matters.

“I am delighted to return to McGuireWoods and join a litigation team known nationally for its talent, integrity and commitment to client service,” Bubar said. “I look forward to drawing on my experience to help clients manage investigations and enforcement actions, respond to emerging threats and achieve their goals.”

Daniel P. Bubar is not admitted in North Carolina. He is admitted in Virginia and Illinois. His application to the North Carolina State Bar is pending.
