Drawing on his experience as a high-ranking prosecutor of healthcare fraud cases, Michael offers strategic counsel to healthcare providers, hospitals, durable medical equipment suppliers, pharmacies and other healthcare entities, and defends executives and corporations in white-collar criminal matters.

Michael, co-leader of McGuireWoods’ Healthcare & Life Sciences Industry Team, served as an Assistant United States Attorney in the Northern and Southern Districts of Texas, where he was a criminal healthcare fraud coordinator and lead attorney for the Medicare Fraud Strike Force in North Texas. He directed healthcare investigations across the nation, collaborating extensively with state and federal enforcement agencies. His tenure involved close collaboration with the Civil Division of the Department of Justice, particularly in assessing qui tam (whistleblower) cases against various healthcare providers.

Michael helps clients that are facing criminal investigations by tapping into his comprehensive understanding of investigatory and prosecutorial procedures, his familiarity with tactics and objectives of investigatory agencies, and his knowledge of grand jury proceedings and the DOJ’s settlement and trial strategies.

Michael represents organizations and individuals during immigration audits and high-pressure enforcement actions, navigating the complexities of immigration law while liaising with regulatory bodies and crafting strategies to protect clients’ interests.

Michael served as an officer in the United States Navy after graduating from the Naval Academy and later pursued his legal education at the University of Miami, where he distinguished himself as an articles editor for the University of Miami Business Law Review.
