Gregory A. Riegle advises leading developers, owners, operators, institutions, lenders, and landlords on complex commercial real estate, with a focus on land use, zoning, and redevelopment. He is co‑leader of the firm’s Real Estate Transactions Practice Group and leads data center efforts, a national, cross‑disciplinary platform that integrates environmental, construction, incentives, litigation, labor and employment, and public affairs. A former urban planner with more than three decades of experience, Greg aligns entitlement strategy and community engagement to deliver approvals and minimize risk.

Greg guides projects from feasibility through hearings to closing across asset classes, including data centers, office and industrial, housing, retail, hospitality, and master‑planned communities. He manages rezonings, special exceptions and permits, variances, Comprehensive Plan Amendments, Zoning Ordinance Amendments, and appeals before authorities across Virginia. Deep relationships with local officials and civic stakeholders, and fluency with county processes and policies enable him to anticipate issues, craft solutions, and secure timely approvals.

A driver of adaptive reuse and mixed‑use transformation, Greg has lead the repositioning of legacy office and retail assets and advanced corridor strategies that reflect how people live, work, and shop. He drafts and negotiates development agreements, proffers, zoning opinions, and easements to align entitlement obligations with economic and construction realities and to qualify and mitigate development risk. He also leads integrated teams—land use, environmental permitting, construction, incentives, and public policy—to accelerate schedules and protect value, guides capital deployment across development, ownership, and disposition, and coordinates resources across jurisdictions to keep strategy, documentation, and execution in lockstep.

Greg is a recognized leader in the data center space, known for guiding development at scale. He has secured approvals for millions of square feet of data center space in Virginia’s leading jurisdictions, including the markets that anchor the Commonwealth’s leadership in digital infrastructure. His experience spans site selection and assembly, comprehensive planning and zoning, overlay districts and corridor strategies, and the infrastructure, environmental, and utility interfaces essential to reliable operations. He navigates county frameworks with fluency, including rezonings, special permits, and ordinance amendments tailored to data center uses, and advises on energy and water planning, air permitting and backup generation compliance, tax policy, transportation and access, and noise and design standards. His work is informed by sustained engagement with Virginia agencies and localities as they refine data center policies, allowing him to anticipate rulemaking trends and incorporate policy direction into entitlement strategies.

A frequent author and speaker on data center development, regulation, and market dynamics, Greg translates evolving policy into practical guidance for owners, operators, and capital providers. Clients engage him to drive multi‑jurisdictional programs that harmonize timelines and conditions of approval across sites while coordinating the parallel workstreams—environmental, construction, incentives, and public affairs—on which delivery depends.
